Governance

The East Boulder County Water District is a Special District under Colorado Revised Statutes (C.R.S. §32-1-101 et seq.). It is a quasi-municipal corporation and political subdivision that operates in a transparent matter and is subject to public records and open meeting requirements. It is governed by Statute and in accordance to its By-Laws and Rules and Regulations. For additional information regarding Special Districts, refer to the Colorado Revised Statutes, the Special District Association of Colorado and the Division of Local Governments.

Transparency Annual Notice

By-Laws

The By-Laws were approved at the time the District was formed on November 2, 1999. They specify the way that the District is governed.

Rules and Regulations

The Rules and Regulations document defines how the Board conducts the day-to-day operations of the District. and is authorized by the By-Laws, and covers issues not addressed by the By-Laws.

Intergovernmental Agreement

The District is a party to an agreement with the City of Lafayette that details their supplying of water to us for redistribution, and our obligations to the City.

Formation and Statutory Responsibilities Summary

The Colorado Department of Local Affairs has produced a summary document of general guidance on the formation and subsequent reporting requirements of special districts organized pursuant to Title 32 of the Colorado Revised Statutes, as amended in 1998. The District is organized under Title 32. The summary may be found here.
